The latest issue of Modern
Building Services featured an article that caught our eye (‘The quick-win
response to impending legislation’ – March 2016). The piece looks at The Energy
Efficiency (Private Rented Property) (England and Wales) Regulations 2015 -
forthcoming Government legislation that aims to improve building stock in
England and Wales.
The regulations, which come into effect on 1st
April 2018, make it illegal for landlords to let properties that do not meet
certain minimum energy-efficiency standards. Commercial buildings account for
18 per cent of the UK’s total CO2 emissions, and it is hoped that these
measures will see real progress made in carbon reduction within the sector.
Not only will the legislation mean landlords are unable to
let substandard properties, non-compliant building space will also be difficult
to sell, as potential buyers may be put off by the prospect of carrying out
upgrades in order to bring the property up to standard.
Heating, ventilation and air-conditioning (HVAC) systems are a
major source of energy consumption within commercial buildings and as such they
present an opportunity to make significant savings.
The deadline may be two years away, but we’re encouraging
landlords to begin planning HVAC upgrades now, as it’s likely that contractors
will be extremely busy as the cut-off date approaches. By having their
air-handling systems inspected and, where necessary, upgraded now, landlords
can not only ensure they achieve compliance well inside the deadline, they’ll
be making their property more desirable to tenants who pay the energy bills.
